Virtual Roll Call

Roll call from the squad car

Brief every unit without pulling cars off the street.

Built for sergeants and watch commanders. Run live video roll call, see who has checked in and acknowledged the briefing, push BOLOs and track units on a live map, all in one browser app. Officers stay in their beats; you keep a complete record of every shift.

Live demo: signs you in to a fictional agency. Demo mode, fictional data, resets nightly.

In service sooner

No trip to the station before the shift. Officers check in from the car and start patrol right away.

Every unit at once

The briefing reaches every unit at the same time, with acknowledgments recorded.

Less downtime

Shift change takes less time, so fewer beats sit uncovered.

The problem

Roll call shouldn’t pull units off the street

Coverage gaps

Bringing a whole shift back to the station leaves beats uncovered at shift change.

Lost minutes

Driving in and out for a 15-minute briefing costs patrol time every shift.

Paper trails

It’s hard to prove who got the briefing, who saw the BOLO, and what was shared.

The solution

Brief the squad wherever they are

Virtual Roll Call puts the briefing, the roster, the map and the BOLOs on every officer’s screen. Acknowledgments and attendance are recorded automatically, so there’s a record of every roll call.

Cost savings

The real cost of in-person roll call

A squad of 12 officers drives 25 minutes to roll call and 25 minutes back to their zones. That’s 50 minutes of travel per officer, every shift.

Per roll call (one shift)

10total officer-hours
~300vehicle-miles
  • Officer pay (fully loaded)$600–$750
  • Vehicle wear & tear / operating cost$180–$210
  • Fuel$70–$90
Total per roll call~$850–$1,050

Officer time is the largest cost, followed by vehicle wear, then fuel.

Daily total (3 shifts)~$2,550–$3,150
Annual (365 days)~$930,000–$1,150,000
Traditional roll call

Drive in, drive back out

  • ~50 minutes of drive time per officer, every shift
  • ~300 vehicle-miles per roll call
  • Beats sit uncovered while units travel
  • About $850–$1,050 per roll call
Virtual Roll Call

Log in from the patrol car

  • Officers join from their patrol cars, already in their zones
  • Most of the ~50 minutes of drive time per officer is eliminated
  • Most of the ~300 miles per roll call is eliminated
  • Units go in service as soon as roll call ends

Illustrative mid-range estimates for a 12-officer squad; actual costs vary by agency, pay rates, fuel prices and distances.

Community benefits

Better for the community

Keeping units in their zones at shift change can benefit residents, not just the budget.

Officers stay in their zones

Officers can remain in their assigned zones longer instead of driving to the station for roll call.

Faster response times

More officers are already out in the community when calls come in, which can help shorten response.

Visible presence and deterrence

Helps increase patrol visibility in neighborhoods.

Fewer vehicle miles

Lower fuel use, less vehicle wear and fewer emissions.

Better use of taxpayer dollars

Helps redirect the drive-time costs shown above back into patrol.

Officer readiness and morale

Less unproductive drive time at the start of every shift.

Modern, efficient public safety

Helps keep resources closer to the people they serve.

How it works

Three steps

01

Sergeant starts roll call

Open the console, start roll call and push the briefing.

02

Officers join from the car

Officers sign in, join the video, check in with a status code and acknowledge the briefing.

03

Patrol with live awareness

GPS, zone alerts, BOLOs and broadcasts stay live through the shift. A report is ready when roll call ends.

Pilot metrics

Measure the pilot with your own data.

  • Reports are built from the agency’s own logged roll call events: duration, check-in timing, attendance, on-time rate, briefing acknowledgment, media views and BOLO acknowledgment time
  • Filter by date, shift and squad, then export to CSV or PDF
  • Any “time saved” figure is an estimate based on a baseline the agency enters, such as its usual in-station roll call and travel time, and is labeled as an estimate
  • Demo data is clearly flagged and can be excluded

Security

Controls your IT and records staff will ask about, enforced on the server.

  • MFA and SSO enforcement: authenticator-app MFA always on for sergeants and admins, and optionally required for everyone. Microsoft Entra ID sign-in, with an SSO-only option
  • Idle auto-lock: 15 minutes by default, adjustable from 5 to 30 per agency. An idle session is revoked, so the user has to sign in again
  • Remote sign-out: admins see active sessions by user, device and IP, and can sign out one device or all of them
  • Append-only audit log: hash-chained record of who viewed, sent, acknowledged, exported or deleted what. The app cannot edit or delete entries. CSV export for admins
  • Retention and legal hold: each agency sets how long archived roll calls are kept. Records on legal hold are never purged
  • Roles: officer, sergeant, agency admin and a read-only auditor, all enforced on the server
  • Login alerts and IP allowlist: admins see repeated failed sign-ins, lockouts and new-device sign-ins in the app. An optional per-agency network allowlist
  • Account lockout, 15+ character passwords, an authorized-use notice before sign-in, encryption in transit and at rest on Amazon Web Services
Sign-in with authorized-use notice

Virtual Roll Call runs on enterprise Amazon Web Services infrastructure. It holds no security certifications, and we make no compliance claims. We share a written security overview with agencies so your IT team can do its own review.

BOLO nudges, expiry and cancel

Know who has seen the lookout, and remind those who haven’t.

  • The BOLO desk shows who has acknowledged each BOLO, with timestamps, and who hasn’t
  • One tap nudges a single officer or everyone outstanding
  • Automatic re-ping of unacknowledged officers every few minutes (3 by default, set per agency)
  • Set an expiry when the BOLO is issued, or cancel it with a logged reason. Either way it disappears from every screen live and stays in history
BOLO desk: acknowledged vs. not acknowledged, nudge and cancelAcknowledgment reminder on the officer’s screenCancelled and expired BOLOs kept in history

Smart BOLOs

The lookout is shown on a map, keeps up with time and comes back with sightings.

  • Last-seen map: a pin, a direction-of-travel arrow and an estimated travel-range ring that grows as time passes
  • Geofence alerts: an officer’s phone vibrates and chimes on entering the BOLO search area
  • One-tap “Spotted”: logs GPS, time and an optional photo, alerts the sergeant and every unit live, and adds the sighting to the BOLO timeline on the map
  • Plate tools: a formatted plate, quick copy, and a QR code for the in-car MDT or a phone
  • Photo gallery: pinch-zoom, plus side-by-side reference vs. spotted photos
  • Countdown and priority: a live expiry clock, and urgent BOLOs pulse
  • Related items: nearby CAD incidents, matching FYI items and prior BOLOs with the same plate
  • Acknowledgment ring: a per-unit ring for the sergeant (acknowledged, pending, nudged)

BOLO hit alerts

A plate or name that matches an active BOLO shows up as a hit right away.

  • Quick Check in the officer app: type a plate or name, or scan a plate with the phone camera (on-device OCR, so the photo stays on the phone)
  • Fuzzy matching handles O/0, I/1, B/8 and S/5 mix-ups, wildcard and partial plates, and name variants (Soundex, nicknames)
  • A hit fills the screen with a 🚨 alert, vibration and sound, plus the BOLO card, and notifies the sergeant live
  • CAD queries: when a unit runs a plate or person in CAD, the event (via signed webhook, NENA EIDO or file import) is checked against active BOLOs, and that officer and the sergeant are alerted, with push if they subscribed. An lpr_hit event type is ready for licence plate readers
  • Matches only against the agency’s own BOLOs. It never connects to NCIC or state systems. Every check and hit is audit logged, and queried values aren’t stored anywhere else

FYI board

Non-urgent items in their own place, apart from BOLOs and alerts.

  • Training reminders, court notices, policy updates, equipment notes, zone events and personnel announcements
  • Sergeants and admins set a category, start and expiry dates, an audience (all squads or specific ones) and an optional attachment
  • Shown in roll call, the officer view and replay, and included in the shift report PDF
  • Optional “mark as read” tracking, logged to the audit log. No push notifications

Urgent BOLO push alerts

Urgent BOLOs reach officers even when the app is closed.

  • Officers opt in once per device with a clear prompt
  • Urgent BOLOs and acknowledgment reminders arrive as phone or computer notifications
  • Tapping the notification opens that BOLO in the app
Opt-in prompt for urgent BOLO alerts

Briefing replay

Late or out of service? Catch up without a phone call.

  • Officers who missed roll call open Replay and see the briefing, active BOLOs and attachments
  • Acknowledgments are logged as “acknowledged via replay”, with a timestamp
  • The content is replayed, not a video recording

Audio-only fallback

Stay in roll call on a weak signal.

  • One tap drops the video and keeps the audio
  • Switches to audio only automatically when the connection degrades, and brings video back once it recovers
  • Everyone else sees an “Audio only” tile instead of a frozen picture
  • Larger squads (more than about 8 on video) are available on request

Integrations

Integrations

Microsoft single sign-on and a vendor-neutral CAD connector.

  • Microsoft Entra ID single sign-on: available
  • CAD connector: incidents, unit status and CAD alerts in the roll call console and on the map, through one vendor-neutral layer
  • Built-in options: CSV/XML file import with field mapping and an optional on-prem folder relay (outbound HTTPS only), a signed webhook (HMAC), NENA EIDO, and Mark43 via the agency’s API key
  • Inbound drop zone: accepts any export, and anything unrecognised waits in a “needs mapping” queue for an admin to map and reprocess
  • One click turns a CAD incident into a BOLO
  • Other vendors, including Versaterm, Motorola and CentralSquare, are added on request

The Mark43 adapter is built from Mark43’s public developer documentation. No partnership or certification is implied, and each agency supplies its own credentials.

See every feed at a glance

One board shows whether CAD, RMS, MDT, AVL, phone GPS, personnel/scheduling and body-camera feeds are healthy.

  • For each feed: a status light, last sync, records in the last 24 hours and 7 days, errors with the most recent one, average delay and the connector type
  • Status comes from what actually arrived, not from settings. Demo feeds are labelled “Sample data”
  • A real Test connection button, 7-day uptime, an outage log and a ticker that shows counts only, with no personal data
  • Red alerts appear in the app and can be emailed to addresses the agency chooses
  • An onboarding checklist for each connector

  • AI briefing draft: drafts the shift briefing from the last 24 hours of CAD calls, BOLOs and shift-log entries. It is labelled as an AI draft, and nothing goes out until a sergeant edits and approves it
  • Officer-down / no-motion alert: a fall or inactivity on the phone starts an “I’m OK” countdown, then alerts supervisors with GPS. It is an extra layer only, not a replacement for the radio emergency button
  • Drone and camera tiles in Incident Mode (HLS, MP4 or WebRTC links)
  • Floor plans on the incident map with entries, staging and hazards marked
  • Roll-call room TV mode: a kiosk that rotates the briefing, BOLOs, assignments and alerts, with QR check-in from phones

FAQ

Questions

Which CAD systems does it connect to?

Any CAD that can export a file (CSV or XML), send a signed webhook or send NENA EIDO. Mark43 connects through its API with the agency’s own key. Versaterm, Motorola, CentralSquare and other vendors are added on request. CAD data is read-only, and nothing goes back to your CAD.

Does the BOLO hit check search NCIC or state databases?

No. It only compares a plate or name against your agency’s own active BOLOs, and it never connects to NCIC or any state system. Every check and hit is written to the audit log.

Does it need special hardware?

No. It runs in a web browser on the laptops, phones and tablets officers already carry.

Does it hold security certifications?

No, and we don’t make compliance claims. It runs on enterprise Amazon Web Services infrastructure with MFA, lockout, session timeouts, encryption and audit logging, and we share a written security overview so your IT team can do its own review.

Can we sign in with our Microsoft accounts?

Yes. Microsoft Entra ID single sign-on is available. Your IT team connects your Entra tenant and officers sign in with their Microsoft accounts.

Can we use our own zones and codes?

Yes. Zones, units, personnel, shifts, branding and 10-codes are set per agency. Zones can be imported from your GIS department’s files.

What happens if an officer misses roll call?

They open Briefing Replay, review the briefing, BOLOs and attachments, and acknowledge. The record shows the acknowledgment came via replay, with the time.

Do officers get alerts when the app is closed?

Yes, for urgent BOLOs, if the officer opts in on that device. Reminders for unacknowledged BOLOs are sent the same way.

Can we control who signs in and from where?

Yes. Each agency can require MFA for everyone, require Microsoft single sign-on, set the idle lock time, restrict sign-in to approved networks, and sign out any device remotely.

How long are records kept?

Your agency chooses how long archived roll calls are kept, from 30 days up to 7 years, or keep them indefinitely. Anything on legal hold is never purged. The audit log is append-only.

Do you support squads larger than 8 on video?

Larger squads are available on request. Ask us about your squad sizes.

Where is data hosted?

On Amazon Web Services, encrypted in transit and at rest, with each agency’s data kept separate.

How accurate is GPS from a laptop?

Phones are usually accurate. Laptops without GPS hardware can be off by a block or more. In-car GPS through CAD is the better source and is on the roadmap.

How do we get started?
